Hawaii State Legislature and Honolulu Hawaii Budget Updates

The Hawaiʻi State Legislature is racing against the clock as the 2026 session concludes on Friday, May 8.

 

Lawmakers are poised to cast final votes on the state budget bill, a comprehensive plan that allocates funds for critical areas such as housing, education, and recovery efforts from recent Kona Low storms.

 

Earlier this week, both the Senate and House approved House Bill No. 1800 CD1, the state's supplemental budget for the fiscal biennium 2025-2027.

 

The bill now awaits final readings in both chambers before proceeding to the Governor's desk for signature.

 

The proposed budget outlines general fund appropriations of $10.42 billion for Fiscal Year 2026 and $10.63 billion for Fiscal Year 2027.

 

When considering all means of financing, the totals rise to $19.77 billion and $20.31 billion for the respective fiscal years.

 

Senator Donovan M. Dela Cruz, Chair of the Senate Committee on Ways and Means, emphasized the budget's focus on supporting Hawaiʻi's working families.

 

He highlighted the use of cost-saving measures aimed at addressing the high cost of living and delivering meaningful tax relief, particularly for working- and middle-class families.

 

Representative Chris Todd, Chair of the House Committee on Finance, underscored the collaborative effort behind the budget.

 

He noted that the budget reflects a balanced, responsible approach to preserving core government services and strengthening the safety net for residents who rely on these services as a lifeline.
